I personally like to use thou it has a big installment info to use it right and it's worth the trouble. Know enbs can eat your fps but having the game to look sexy is worth the fps drops.

Skyrim 2020 Parallax just says to download the latest ENB from that website to enable the parallax effect, so I'm assuming it itself is an ENB.
